Abstract

This study analyzes a welfare development strategy through inclusive education and community-based health initiatives in the local community of Teens Go Green Gumelar in Gumelar District, Banyumas Regency. The study focuses on how a local community expands access to knowledge, promotes preventive health awareness, strengthens youth participation, and builds social support networks at the village level. A qualitative approach with a case study design was employed. Data were collected through observation, in-depth interviews, and internal program documents. The findings show that the community-based strategy developed by Teens Go Green Gumelar works through three main pathways. First, it provides more inclusive non-formal learning spaces for children and youth in the local area. Second, it strengthens community-based health literacy through sanitation campaigns, healthy living promotion, and accessible health information dissemination. Third, it integrates environmental issues with education and health, making environmental stewardship a medium for collective awareness and social capacity building. This strategy contributes to stronger youth participation, broader access to information for vulnerable groups, and the creation of social capital at the community level. However, the study also identifies challenges such as reliance on core volunteers, limited funding, and weak program institutionalization.

This study argues that welfare development at the local level can become more inclusive when communities are positioned as active subjects of development rather than passive beneficiaries. The Teens Go Green Gumelar model demonstrates that education, health, and environmental awareness can be integrated into a contextual and sustainable community-based welfare development strategy
